Energy Assistance

If you have trouble heating your home or paying your electric bill this winter, you might be eligible for energy assistance, now through May 15, 2023. In Wisconsin, it is illegal for utility providers to shut off utility services between November 1st and April 15th, even if you don’t pay your bills.

• Heating Assistance: a one-time payment to pay a portion of your heating costs.

• Electric Assistance: a one-time payment to pay a portion of your electrical (non-heating) costs.

• Crisis Assistance: intended to provide emergency and/or proactive services to assist eligible households experiencing an energy crisis. This benefit is available if you have no heat, have received a disconnect notice from the heating vendor, or are nearly out of fuel and do not have the money to purchase more.

• Furnace Assistance: available if your furnace or boiler stops operating during the heating season. Furnace assistance may pay for repairs, or in some cases, a total replacement of a non-operating furnace or boiler.

Eligibility and the amount of assistance is based on household size, income, and if anyone in the home is under six, has a disability, or is over age 60. In most cases, benefits are not paid to the person, but directly to the household energy supplier or furnace/boiler provider.

You can apply by phone (920) 448-6460, online at energybenefit.wi.gov, or by submitting the paper application to Brown County Human Services Energy Assistance Department:
111 N Jefferson St.
Green Bay, WI 54301.

Water Assistance

Households who have completed the energy assistance application may also apply for the Wisconsin Low-Income Household Water Assistance Program (LIHWAP). This income-based grant program may provide a payment direct to the utility company to restore disconnected water services or to pay arrears preventing disconnection of water service. Households must complete the energy assistance application prior to applying for the water assistance program.

Applications available directly through LIHWAP. Apply by phone (833) 426-9472 or online at wisconsinwater.help.
