Open Records

Notice of Public Records Access in Compliance with Brown County Code of Ordinances 3.18 and Wisconsin State Statues Sections 19.34 - 19.37.

A public records request can be received verbally or in writing. However, to be subject to laws of enforcement as provided in Wisconsin Statutes Section 19.37, the request must be received in writing. If the request is received in writing, the response must also be provided in writing. 

PUBLIC NOTICE 

ADRC of Brown County is available during business hours Monday through Friday between 8:00am and 4:30pm to obtain information and access to records, make requests for records, or obtain copies of records and the costs thereof.

Response Time 
Upon request for any record, ADRC shall, as soon as practicable and without delay, fill the request or notify the requester of the determination to deny the request in whole or in part and the reasons therefore. Ten (10) working days is considered a reasonable amount of time to respond to most public record requests that are not overly complex or involved.   

 

Public Record Fees Based on Actual, Reasonable, and Necessary Costs 
ADRC charges a fee for a copy of a record that does not exceed the actual, necessary, and direct cost of reproduction and transcription, locating a record, photographing and photographic processing, including mailing or shipping if applicable of the record, unless a fee is otherwise specifically established or authorized to be established by the law.  

ADRC may require prepayment of fees prior to the production of records if the allowable actual, necessary and direct costs of compliance exceeds $5.00.   

Black and White Photocopy Reproduction Fees – $.30 per 8½” x 11” page. 

Shipping and Handling Fees – actual, necessary and direct costs of shipping and handling. 

Location Fees – Records which, in the view of the Department, will require equal to or more than $50.00 in total location costs (including labor) will require prepayment of such actual, necessary and direct costs. Location costs less than $50.00 may not be charged by the authority.  

 

Records Available
Generally, records relating to ADRC finance matters, including but not limited to, budget documents, accounting and financial reports, annual and special audits, financial and accounting records, debt service, capital planning, investments, risk insurance, purchasing documents, financial policies and procedures, etc.  Due to the large volume of records under control of the ADRC, it is impractical to name each record.   

 

This policy is issued and authorized and approved by the ADRC Board of Directors in accordance with Wisconsin’s Public Records Law and Chapter 3, Section 3.18 of the Brown County Code of Ordinances entitled, “Access to Public Records.”
